Building Safer Spaces: CSU Trains CODI Members on Effective Investigation and Conflict Resolution

In a significant step toward fostering a safer and more inclusive academic environment, Cotabato State University successfully conducted a two-day training titled “Effective Investigation and Conflict Resolution: Enhancing the Capacity of CODI Members.” Held at the College of Law of Cotabato State University, the training took place on September 16 and 17, 2025, gathering 15 participants.

The workshop brought together current and prospective members of the Committee on Decorum and Investigation (CODI) from various colleges and the University Laboratory School. The event aimed to strengthen the committee’s capacity in addressing sexual and cyber harassment cases while providing essential tools for conflict resolution and policy development.

The training offered a comprehensive learning experience, structured around six key modules:

  1. Understanding Sexual Harassment (SH)
  2. Issues and Context at CSU
  3. Online and Cyber Harassment
  4. Investigation and Conflict Resolution
  5. Drafting Policies and Action Plans
  6. Action Planning and Committee Work

These topics were carefully curated to address both foundational knowledge and emerging challenges, particularly the growing prevalence of cyber harassment in academic and digital spaces.

Participants were guided through the legal framework underpinning anti-sexual harassment efforts, including Republic Act 7877 (Anti-Sexual Harassment Act of 1995), RA 11313 (Safe Spaces Act), and related guidelines issued by the Commission on Higher Education (CHED) and the Civil Service Commission (CSC).

One of the training’s most impactful outcomes was the heightened awareness among participants regarding their crucial roles as CODI members. Attendees expressed newfound confidence in navigating case protocols and contributing to institutional responses against harassment and misconduct.

The sessions also served as a platform to identify gaps within existing systems and to propose actionable strategies to address them—setting the groundwork for long-term change. The atmosphere encouraged open dialogue, allowing participants to raise questions, share insights, and discuss real-life scenarios, which added value to the overall learning experience.

The “Effective Investigation and Conflict Resolution” training marked a crucial milestone in CSU's ongoing efforts to uphold dignity, fairness, and safety within its academic community. By empowering CODI members with knowledge and tools, the university not only ensures compliance with legal mandates but also reaffirms its commitment to creating a respectful and responsive learning environment.
